political」という合言葉がありました。個人的なことと思われていた家族やジェンダーの問題は実は重要な政治的な課題でもあるということを端的に指摘したものでした。自分のパソコンをウィンドウズやマックからLinuxにするのはごく個人的な挑戦のように見えます。しかし、そうではありません。一人でもできる重要な多国籍企業支配のコミュニケーション環境への抵抗なのです。これは闘いなのです。<br /> <br /> === 市場を独占する多国籍企業、マイクロソフトとアップル ===<br /> <br /> このパソコンはLinux(リナックス)と呼ばれる基本ソフト(OSと呼びます。OSはオペレーティング・システムの略です)で作動しています。「ウィンドウズパソコン」とか「マックパソコン」とかの呼び方があるように、このパソコンは「Linuxパソコン」と呼ばれるものです。<br /> <br /> Linuxパソコンは一般のパソコンショップやネット通販ではほとんど販売されていません。皆さんがパソコンを購入しようとするとき、ショップでの選択肢は二つになります。ウィンドウズパソコンかマックのパソコンか、そのどちらかを選択することになります。ウィンドウズパソコンは様々なパソコンの機械を製造しているメーカー(NECとかパナソニックとかLenovoとかDellとかたくさんあります)が提供しています。マックはアップル社が自社で製造た機械にマックのOSを搭載して独占的に販売しています。OSを提供する企業はパソコンに自社のOSを搭載することで利益をあげ、機械を作るメーカーもOSの供給を受けて電源を入れればそのまま使えるパソコンを提供することで、消費者の利便性や効率性の欲望をくすぐり、市場を拡大することばかりに目を向けてきました。パソコンメーカーはウィンドウズのOSが効果的に作動するように様々な装置や部品を開発します。その結果として、パソコンの機械メーカーとOS供給メーカーが相互に市場独占で共謀して、もっと多様であっていいはずのパソコンの基本ソフトを画一的なものにしてしまいました。<br /> <br /> === 営利企業のOSを使うことにどのような問題があるのか ===<br /> <br /> 現在マイクロソフト社のウィンドウズはパソコン市場の8割くらいを独占しており、残りをアップル社が占めています。いずれも世界有数の多国籍企業です。いずれの会社も、パソコンのOSを私企業の利益のために提供する営利企業です。営利企業のOSを使うことには幾つかの問題があります。<br /> <br /> === OSが有料であることの問題 ===<br /> <br /> ・OSは有料で提供されます。インターネットが世界中を結ぶコミュニケーションの仕組だとしても、ネットにアクセスするための道具(パソコン)をお金を出して購入できなければネットに繋ることはできず、情報を発信することも受信することもできません。現在、非常に大雑把にみても、最貧国と最富裕国の間で、国別の格差が80倍くらいあり、しかもそれぞれの国の中でも大きな格差があります。私たちにとっての100円と途上国のスラムで暮す人々の100円とは全くその意味が異なります。OSを有料で提供することは、たとえ100円であっても、貧富の差を念頭に置いたとき、深刻な格差問題を生み出すのです。<br /> <br /> こうした格差があるなかで、マイクロソフトやアップルといった多国籍企業は独占的に自社のOSを世界中に売りこみ、Linuxのような無料で利用できるOSを事実上排除して、大きな収益を挙げてきました。その結果として、パソコンを買えない人々が置き去りにされてきました。金持ちが自由にネットを駆使して大量のデータをやりとりし、議論を交している一方で、こうした議論に参加するそもそもの条件を欠く人々が世界中に膨大に存在します。<br /> <br /> OSは、ネットのコミュニケーションを可能にする中枢にあるものです。これを特定の企業が営利のために独占することが、貧困層の基本的人権としてのコミュニケーションの権利を徐々に侵害してきたのです。<br /> <br /> === 多国籍企業の利益のためのウィンドウズとマック。共有と相互扶助のLinux ===<br /> <br /> しかも、ウィンドウズやマックのOSは著作権で保護されており、その仕組を自由に覗くこともできなければ自分の使いやすいように改造することもできません。これらのOSを許可なくコピーしたりすれば「違法コピー」として犯罪とみなされます。所得に余裕のない人たちに、ネットへのアクセスを保障する手段として、こうした商用のOSやソフトをコピーして配布し共有したりすることはできないのです。Linuxであれば、こうした自由な再配布は完全に保障されています。ですから今あなたもまた、このLinux OSのパソコンを手にできているのです。<br /> <br /> 貧困地域で医薬品の知的財産権が障害になって、安価での医薬品の提供ができずに命を失なう人たちがいるという問題は、製薬会社が利益のために特許などを手放さず、高額で薬を売って儲けるという知識の私有財産化の問題がその根底にあります。こうした知的所有権の独占がもたらす格差と生存権の侵害は、反グローバリゼーション運動の重要な課題となってきました。全く同じ問題が、コミュニケーションの権利の領域で、とりわけインターネットのような公共的なコミュニケーションの環境においても起きているのです。<br /> <br /> Linuxは、どこかの企業が特許を持って独占するソフトウェアではありません。誰もが自由に、無料で自分のパソコンにインストールし、自由に改造して使うことができます。自由にコピーして配布することもできます。Linuxのプログラムは全て公開されていますから、誰でもその仕組を知ることができます。知識は独占されずに共有されることが基本となっています。そして、世界中の多くの技術者たちがその開発に協力し、ユーザたちがその使い方などのノウハウを共有するような協力のネットワークも拡がっています。<br /> <br /> === 大量監視社会に加担してきたマイクロソフト社とアップル ===<br /> <br /> エドワード・スノーデンがネットにおける大量監視について警告を発してから、コンピュータのセキュリティへの関心が世界中で広がりました。米国の諜報機関、NSAにマイクロソフト社もアップル社も何らかのかたちで関与してきたことが知られています。かれらが提供するOSに極秘で、ユーザに知られない方法で、ユーザのコミュニケーションを監視したり盗聴するといった仕組が組み込まれていても、企業秘密のベールで保護されて、それを知ることは容易ではないかもしれません。<br /> <br /> マイクロソフトもアップルの世界市場を獲得するために、強権的で人権に配慮しない各国政府や各国の国内法に屈服して、政府に都合のよいプライバシーやセキュリティの政策をとってきました。知的所有権などの制約もあって、こうしたOSや関連するソフトウェアにどのような監視の機能が組み込まれているのかを子細に検証することはできないのです。<br /> <br /> しかしLinuxは、その仕組が全て公開されているので、悪意のあるプログラムを組み込んだとしても、それが発覚する可能性が高いのです。自分にはそうした高度なプログラムを理解する能力がなくてもよいのです。ロシアの政府系ハッカーが「ウィルス」のようなものを仕掛けても、それを米国の愛国主義的なハッカーが見つけるかもしれず、米国のNSAが仕掛けた盗聴プログラムを中国のハッカーが見つけるかもしれません。プログラムの仕組がオープンであることによって、国益や世界の政治的な対立がどのようであれ、プログラムを悪用して自国の国益だけに奉仕させようとする悪巧みはそう簡単には実現できないのです。<br /> <br /> === 安倍政権の政策を公然と支持するマイクロソフト日本法人 ===<br /> <br /> マイクロソフト社日本法人の代表取締役社長、平野拓也は、昨年6月に安倍首相と会談し、安倍政権の「働き方革命」を全面的に支持するとするニュースを自社のホームページに写真入りで掲載しました。<br /> /> <br /> === ライフスタイルを変えること。それが闘いの第一歩です ===<br /> <br /> ウィンドウズから決別するには、なによりもパソコンの使い方についてのライフスタイルと考え方を変えることが大切です。安倍政権に賛同するマイクロソフトに負けないぞ！という気持ちがなによりも大切ですね。そしてこのLinuxパソコンを毎日使うメインのパソコンになるように育ててください。<br /> <br /> ライフスタイルを変えるのは容易いことではありませんが、不可能ではありません。その際の注意点は以下です。<br /> <br /> ・歩く速さに慣れる。効率性や便利さの価値観を捨てること。Linuxは決して非効率的でもないしとても便利ですし、多分ウィンドウズよりも数倍もできることは沢山あります。しかし、初心者にとっては使い勝手がわからなかったり不慣れで、不便であると感じることが多々あると思います。ウィンドウズを「便利」だと信じこまされて、その便利さに慣らされた自分の感覚をもういちど見直してください。不便であることの楽しさを見つけてください。その先には「あれ？Linuxってウィンドウズより使いやすい！」という発見が必ずあるはずです。<br /> ・相互扶助。わからなくても諦めないこと。Linuxのユーザは日本にもたくさんいます。多くのユーザはネットに自分の失敗談やわからなかったことの解決法などを書いています。これらを読みながら手探りでよいので、解決にチャレンジしてください。周囲にLinuxのユーザが増えれば自然にお互い助け合うようになるので、仲間を作ることも大切です。<br /> <br />
